The government has started nationalizing private schools cum colleges across the country to fulfill its election pledge made before the last parliamentary elections. In the first phase, 12 school cum colleges were nationalized on Monday last, sources in the Ministry of Education said.
The Ministry of Educ-ation in its order nationalized four educational institutions in Dhaka division. These are Mohammadpur Model School and College, Rupnagar Model School and College, Lalbagh Model School and College and Shyampur Model School and College. Eight other institutions nationalized on Monday include Chittagong Model School and College, Rajshahi Model School and College, Barisal Model School and College, Khulna Model School and College, Sylhet Model School and College, Comilla Board Model School and College, Jessore Board Model School and College and Rajshahi Board Model School and College.
Before the announcement of the nationalization of these 12 colleges, the government framed rules and regulations on services of teachers and employees in the institutions. The salary structure and job description of the teachers and staff of the colleges would be determined under those, the sources in the Education Ministry said.
The teachers and staff now working in these colleges are not to be transferred to elsewhere. They will be treated as the permanent teachers and staff of the colleges and draw salary and benefits as per the government rules. They will not enjoy the status and other facilities like the cadre services officers or teachers under the Bangladesh Civil Service (BCS).
The teachers of these school cum colleges will be absorbed in the non-cadre category, the ministry sources said. A top functionary in the ministry of education told The Asian Age that more than 283 colleges at the upazila level across the country will be nationalized soon. The teachers of these private colleges who should enjoy benefits of nationalized institution may, however, not be included in the cadre services. Their jobs will not be transferrable but will enjoy facilities of non-cadre services.
The sources said that a draft service regulation for these teachers and employees was placed before the ministry concerned a week back for approval. The ministry will finalize the service rules by next week, the sources said adding that after the finalization of the service rules, government will nationalize their jobs under Public Service Commission of Bangladesh.
