The government started disbursing primary education stipends through mobile banking accounts in March, 2017. Surecash, a mobile banking service of Rupali Bank, is distributing stipends to around 1.30 crore students of primary level.
The program was inaugurated by Prime Minister Sheikh Hasina on 1 March, 2017 through a video conference with an aim to reducing irregularities and corruption in the stipend distribution process. However, recently, the continuation of the program is at stake due to allegations of complications.
Banglalink wants to terminate the deal with Rupali Bank. The telecom company says that its services were used by the bank without prior approval. A letter has been issued on behalf of Banglalink to MD, Rupali Bank in this regard, stating that they will discontinue the program after 3 November, 2017.
The letter said that Banglalink had inked a participatory deal with Rupali Bank on 11 July, 2016. But SureCash has been using their service since March without any approval from the telecom's side, which is a clear breach of the contract. Banglalink also issued a prior notice in May informing about the termination.
The recent letter was sent to Rupali Bank to remind them of the same issue. "We have received the letter sent by Banglalink. They will sit for a meeting with us next Monday," said by Ataur Rahman, MD, Rupali Bank Banglalink will not discontinue with such a major government project, he hoped. Banglalink took a different approach. The more they can earn from the service, the more they will be benefitted.
