A Government Order (GO) nationalizing 283 private colleges across the country is likely to be issued in the third week of August, sources in the Ministry of Education said.
Issuance of GO has been delayed, as the leaders of the government college filed a writ petition, the sources said. The writ petition was filed for having a verdict against the inclusion of the nationalized teachers in the cadre services.
The government college teachers made objections against the inclusion of the private-non-government college teachers in the cadre services as it has created a barrier for counting seniority and promotion of the government colleges who had joined earlier as cadre of Bangladesh Civil Service (Education).
Earlier, the private-non-government college teachers were absorbed in the cadre services with due benefits, financial opportunities and seniority, the sources said.The High Court after three hearings concluded for two separate main-stream education trends- BCS cadre teachers and nationalized teachers.
Abul Kashem Fazlul Hoque, one of the amicus queries, told the High Court that the teachers of the nationalized colleges should be given a separate pay scale other than BCS cadre service offering more salary and remunerations in comparison to the BCS qualified teachers of government colleges.
The ruling government in its last national polls campaign, has pledged to nationalize one of the colleges in each upazila across the country. As part of the commitment, the government verified prospective colleges and selected 283 colleges, one in each upazila for nationalization and to fulfill the election commitment of the government.
Government also issued notification placing bar on recruiting any sort of teachers for after August 2015.All the preparations for issuing GO was completed about eight months before, but the writ petition halted the issuance of the GO, the Education Ministry sources said.
