President Advocate Mohammad Abdul Hamid has approved the Rules and Regulations of the services of the Nationalized College Teachers and Employees- 2018.The rules and regulations were enacted to nationalized 283 colleges of the country at upazila level.
Earlier, a five-member committee submitted the draft policy to the Ministry of Education. The gazette notification was evaluated by the government with the professional bodies of the teachers, sources in the education ministry said. Public Service Commission enacted the rules and regulations to this effect.
The Prime Minister Office (PMO) will issue government order (GO) to nationalize the colleges as per the election commitment of the Prime Minister made before the last parliamentary polls held in 2014, a senior functionary of the ministry concerned said.
The approved rules and regulations pleaded to place the principal, vice principal, assistant professor and lecturer in the non-cadre service while nationalizing them.
The rules and regulation policy on the nationalization of non-government private college pleaded for not making the services of principal, vice principal, assistant professor and lecturer transferrable under the new approved scheme of nationalization.
The effective service of the teachers would be half of their total service at the time of nationalization of the college the policy said adding that all the teachers of these colleges may be regularized at non-cadre posts as per law of the government.A total of 13,400 teachers and nearly 4,000 employees are to be absorbed in the new policy, education ministry said.
The teachers of government colleges have been denying absorption of these teachers in the cadre post. Dr A K M Abdullah, Secretary General of Bangladesh College Association earlier moved for including the non government college teachers in the cadre service.
BCS (General Education) Teachers Association President Professor I K Salim Ullah Khandker said they would preserve their rights for the cadre post. An Additional Secretary to the Ministry of Education said they have formulated the policy to cope with the present crisis.
