CPD fellow said Awami League's election manifesto was well enough and more organized and I consider it should be the principle guide to bring back sustainable economy, the budget is completely contrary to this idea.
"Taking everything into consideration, the proposed the proposed budget will go against the interest of the mass people and bring opportunity for the beneficiaries of economic misrule and it will be a matter of great concern for the future economy in the country", said Dr. Debapriya.The proposed budget for 2019-20 fiscal year is a discriminatory figure between the information and data assessed by National Revenue Board and the Finance ministry.
The budgetary accounts are considered to be more important and it needs well coordinated in nature as Bureau of Educational Information and Statistics will use this data in the days to come. It should have taken basic reforming initiatives in banking sector and financial institutions in order to encourage private investment as well as to open sound economic environment in the country.
To take ambiguous measures will not bring opportunity to economic sector. Centre for Policy Dialogue (CPD) distinguished fellow Dr. Debopriya Bhattacharya yesterday came up with these remarks to come into focus on proposed budget at a press conference in the capital city.
The decision to turn black money into white is contrasted with the country's constitution. Such decision will encourage particular segment of the people, and it will put pressure on rural economy and individual investment. As a result, GDP will not touch the people of all classes.
In the hope prosperity Finance Minister proposed budget for 2019-20 fiscal year worth of Tk.5,23,190 crore. Tk. 3 crore will come from revenue collection, which will be 72% of total budget.
The asset below two and half crore surcharge was not applicable and since now the asset up to three crore will be exempted from surcharge. The precondition of developing economy is to turn human resource into human asset. This is urgently necessary for sustainable economy. So the proposed budget will not any be good for social safety network.
The marginal sects of population like tribal people and backward class will not come under budgetary allocation. The way to develop their life standard is not initiated in the proposed budget. As a result, the social discrimination will increase in future.
The budgetary allocation in health and rural government decreases, but the allocation is nearly 7% in defense.The finance minister in his budget speech yesterday said the number of tax payers will be increased but there was no clear indication when and how it will be done, the CPD fellow said.In cases of children, women, third gender, senior citizens and people of coastal areas are praiseworthy in the budget, he said.
