Governance in the modern exchange should be on mutual trust along with exchange of ideas. There was a time when the governance of major democracies of the globe used to be administered in a methodical manner. There was proper cohesion along with mutual exchange of ideas. That was the reason the governance used to be run properly and adhering to basic norms.
On account of above reason it was found that development processes also took place accordingly. In countries under European and American continents, the way development in macro levels took place speaks broadly about progressive mentality of the leaders of those nations. That is the reason the citizens of those nations are leading happy and ebullient life in diverse phases of their life. The representative of the people of those nations barely ignore the common citizens. Rather they are utterly sympathetic to meet their common necessities. Same manner the ruling forces maintain utmost cordiality and amiability with opposition forces. Thereby governance of the nation becomes peaceful.
In order to delve more into details, basically there are basically four types of governance. Such as corporate governance, global governance, good governance and modern governance.
Summarizing each governance, it can be interpreted as such that all the above stated ones are relevant towards each and every phase of our life. Thus the said term has been defined as such that indicates certain rules or practice of governing. Basically it is used to govern the nations of the globe through the above types. The usage of the term, ‘governance’ sounds logical. The reason behind it seems quite logical. Otherwise how the development processes in different parts of the globe will sparkle? Though it is a tough process, but somehow or rather governance should be carried on with perseverance and courage. But not single handedly, but rather I feel that if proper governance is ensured along with other team members.
Now let me touch upon the historical part of the term governance. The said term bears a rich historical legacy. The activities of the term ‘governance’ has a prolonged pedigree in the broad outlines of English language. Despite the above viewpoints the term ‘governance’ has its legacy relating to transformation in the constitution of the state since the late 20th century.
The term, ’governance’ from another aspect can be analyzed as such, people, purpose, process and performance. That is why the said term is also referred to in the political lexicon as four ‘Ps’.
As we are already aware of that the term ‘governance’ can be interpreted in multiple ways. As per my focusing area is concerned, it is believed the said term is basically used in steering the nation from state of deep woods to a state of sparkling and prosperity. The term gained importance especially during the decade of eighties and nineties. Around these periods of time there was massive reformations took place on various public sector undertakings. The periods were from the years 1980 to 1990. In the midst of these reforms there was a massive transformation from hierarchic bureaucracy towards greater usage of markets, quasi markets, quasi markets and various networks. All these were required in the functioning of various kinds of public services. The reforms had its profound impact due to various kinds of global changes.
Now let me touch upon brief history of how the governance had its origination. The mass usage of governance had its proper and broad usage since the beginning of the year 1980. Now we functioning of governance is mostly performed in English language. As the said language is regarded the key mode of communication. That is why proper functioning of governance is being carried on in English language.
Now let me touch up about the pattern of governance in and around South Asian Subcontinent. The governance pattern around the above Sub-Continent has a typical pattern of its own. There are around eight nations connected with this Sub-Continent. As in this short span of time, it is pertinent to be focused deeply with two closer and cordial nations of the above, India and Bangladesh.
Now coming to the pattern of governance in India. It is found that the process bears a long drawn process. The reason is nothing as it is a vast nation. Its dimension are of five types, such as political, legal and judicial, administrative, economic and social. Right from the capital city, New Delhi, extending to all states and union territories, each has its individual pattern of governance. There are also other ways of maintaining governance.
As Indian democracy has made a name of its own. The entire globe is keeping close watch on her pattern of governance. The most interesting part is that our closer and cordial neighbor Bangladesh also keeps closer watch upon the proceedings of governance.
Indian populations are a havoc one. It is now 1400 crores. Not to be taken lightly. Indian Independence is exactly seventy seven years. Though development has taken place. But it doesn’t seem to us as per desired expectations. How to ensure proper and methodical governance. To achieve this golden objective it emphasize upon mutual exchange of ideas between ruling and opponent forces in our political culture. In this regard you are well aware of that I am emphasizing upon proper and methodical governance between ruling and opponent forces. It is applicable for both India and Bangladesh.
Now coming to Indian perspectives, I find that there has been lot of developmental activities. But the development which has taken place till date is not at all satisfactory. It is quite a vast area of this major nation around the globe. That India has to go a long way to reach to the level of excellence.
Though India has progressed immensely in areas like science, technology along with trade, economics and business. As per progress in development of human capital India’s progress stands supreme and of paramount importance. The nation gave birth to talented sons of the nation in diverse academic and professional disciplines. The average longevity of Indian nationals have risen up to minimum 70 years of age. In this regard, the advancement of medical science has been a remarkable phenomenon. There was a time when medical science was badly kept in the dock.
Though literacy rates have surged up to 70% of the total population. Pity aspect to be noted is that there are quite a chunk of the Indian populace who have been badly deprived of receipt of basic amenities of life. In the rural areas of India, scenarios are pathetic. That means there is a vast discrimination between diverse sections of our citizens. Some states and union territories might have progressed but macro citizens are yet to develop.
As this writer being an Indian national. But always feel dearly from heart and mind. That cohesion and amiability between ruling and opponent political forces are yet to progress. Henceforth we observe from close quarters the pattern of development which was expected has not yet taken place.
If I evaluate the political process then it is observed that during the last two to three decades proper equation between ruling parties vis-à-vis opposition parties, was terribly murky. Ruling parties abused the opponent ones which was reciprocated in the same manner by opponent parties to ruling parties. What is badly needed that there should be mutual exchange of ideas between ruling parties versus opponent parties.
If I retrace my memories during the regime of Pandit Jawaharlal Nehru as Prime Minister of Independent India. Then I find from historical records that Pandit Nehru attached great importance to the views of opposition parties. In one such session of Lok Sabha,it was found that Late Hirendranath Mukherjee gave a heroic speech within the podium of Lok Sabha. When Mukherjee addressed the parliament then the entire ambience of the country’s sacred place listened to him in rapt attention. This clearly reflects that how the representatives of people in those days were so deeply accountable about the needs and expectations of the citizens. It is badly lacking in modern governance.
The same scenarios are also noticeable in Bangladesh. This is noticeable during various sessions of parliament of that nation. The ruling party is so rigid that no extra space is provided to the opposition. In this regard I appeal to the Bangladeshi citizens not accept my views in its pejorative manner. Like India’s well-being and prosperity, I am also an ardent well-wisher of Bangladesh. As age of Indian Independence is more that seventy five years of age, same way Bangladesh’s age of Independence is more than fifty years of age. My range of analysis is that why the governance of both nations are not in its proper footing. Who is going to bear the brunt of the current situations in both nations?It is nothing but the method of proper governance, which is badly lacking in both nations. In India during the past ten years or so, governance pattern seem to be too scrappy. There was no proper cohesion between ruling forces and opposition forces.
The verdict of recent Indian parliamentary elections has given a grim signal. Why the opposition forces was badly sidetracked by the ruling forces. Proper analysis cannot be done in this regard. But as per my perception goes by, there is a feeling that an authoritarian ruling became the order of the day during the past two to three decades.
Now situations arrived at such a state. When we find that citizens of this vast nation India. They are in a disappointment state. This way development process has been badly retarded. Same problems are being faced by the citizens of Bangladesh. That is way in both nations in order to ensure development and growth. Proper governance is badly needed under mutual exchange of ideas with opposition forces or parties.
Apart from my above thoughts, proper development along with growth of human capital is needed to strengthen our social and economic growth. Otherwise India and Bangladesh might get lost in the wilderness in comparison with more advanced nations of the globe. That is why the above thoughts should be ingrained in the mind of the citizens along with the impact of proper and methodical governance.
