Coordinated enforcement to implement silent zones in secretariat area


As part of the ongoing coordinated enforcement drive to implement designated Silent Zones, a joint operation was carried out by the Dhaka Metropolitan Police (DMP), Dhaka South City Corporation (DSCC), Bangladesh Road Transport Authority (BRTA), and the Department of Environment (DoE). In this connection, a brief gathering was organized on 3 February 2026 at 10:30 a.m. in front of the Mazar Gate of the High Court, according to a press release.

The Honorable Adviser to the Ministry of Environment, Forest and Climate Change, Syeda Rizwana Hasan, attended the event as the Chief Guest. In her address, she stated that following the promulgation of the Noise Pollution Control Rules, 2025, which empower the police to impose instant fines, coordinated enforcement drives are being conducted to ensure the effective implementation of Silent Zones. She mentioned that a similar joint operation was inaugurated at the airport area last month. Expressing optimism, she said that if the police and the Department of Environment work together after the election, it may be possible to free citizens from the severe distress caused by noise pollution. 

She further noted that the current interim government has enacted the Noise Pollution Control Rules, 2025, and that effective implementation of these rules will enable concrete measures to control noise pollution.

The Environment Adviser also stated that the areas in Dhaka already declared as Silent Zones will be fully implemented by the next elected government. Emphasizing strict enforcement of the law, she said that noise pollution and unnecessary honking can be significantly reduced. She added that unnecessary honking is not only a nuisance but also a punishable offence.

Among those present at the event were Dr. Nurun Nahar, Director General of the Department of Environment; Md. Mahmudul Hasan, NDC.

, Administrator of Dhaka South City Corporation; Abu Mumtaz Saad Uddin Ahmed, Chairman of BRTA; Mohammad Navid Shafiullah, Additional Secretary of the Ministry of Environment, Forest and Climate Change; Md. Sarwar, BPM (Service), Additional Police Commissioner (Admin), DMP; Md. Anisur Rahman, Additional Police Commissioner (Traffic), DMP; Md. Ziaul Haque, Additional Director General of the Department of Environment; and Farid Ahmed, Project Director of the Integrated and Partnership-Based Project for Noise Pollution Control. Senior officials from the Ministry of Environment, DMP, DSCC, BRTA, and the Department of Environment were also present. Following the brief discussion, mobile courts were conducted at four designated Silent Zone points by Executive Magistrates and Prosecutors from the Department of Environment, DMP, DSCC, and BRTA. The operations were supported by over a hundred police officers from DMP, Traffic Police Assistants (TAG), and sixty volunteers from the environmental organization Green Voice. Fines were imposed for violations related to noise pollution. Concerned authorities have stated that this coordinated enforcement drive against noise pollution will continue in the future.
