 RUPSA observes peaceful environment with few irregularities

RUPSA deployed 40 trained, non-partisan citizen observers to monitor 170 polling stations in the Bogura-6 and Sherpur-3 constituencies held on April 9, 2026.  The observation placed particular emphasis on assessing the inclusiveness of the electoral process, especially the participation of ethnic, religious, and other minority communities. 

The mission was conducted in line with the Bangladesh Election Commission's Code of Conduct and forms part of RUPSA's broader electoral observation efforts. The by-election was conducted in a generally peaceful and orderly environment. 

However, variations in voter turnout were observed across polling centers, with generally lower participation in the early morning and increased turnout later in the day at some centers. 

Voter participation varied across areas, with some reporting higher engagement while others experienced comparatively lower turnout. 

These differences may be influenced by a range of contextual factors, including accessibility, confidence in the election administration, and local political dynamics.  

The opening of polling stations was generally smooth, with most centers commencing operations on time and in accordance with established procedures.  RUPSA observers were granted access to monitor the election across all observed polling centers, reflecting improved facilitation by the Bangladesh Election Commission in ensuring transparency and observer access.

Election officials demonstrated a satisfactory level of preparedness. Essential materials were present in all polling stations observed and the empty ballot box was displayed and properly sealed before the polls opened. However, a few inconsistencies were observed in the display of voter information, which was not always clearly accessible. 

During the voting period, the overall environment remained generally calm and orderly. RUPSA observers reported incidents of electoral irregularities in the Sherpur-3 constituency. 

Ballot stuffing attempts were identified at Chakkauria Government Primary School and Sreebordi Model Government Primary School polling centers, where six individuals were detained by police for ballot stuffing. These incidents highlight the need for continued vigilance and stronger enforcement measures to safeguard electoral integrity. The closing process was generally orderly, and all voters present at polling stations at the official closing time were allowed to cast their votes. 

During the counting process, some polling stations did not properly separate and count valid and invalid votes in accordance with prescribed procedures, indicating procedural gaps that require attention.
