Chattogram City Corporation (CCC) has proposed a budget of Tk 2,260.24 crore for the fiscal year 2026-27 (FY27). Simultaneously, a revised budget of Tk 1,665 crore 92 lakh 16 thousand 400 has been presented for FY 26.
This year's budget has placed significant emphasis on addressing one of the city's major issues - waterlogging, with an allocation of Tk 112 crore, said CCC Mayor Dr. Shahadat Hossain while announcing the budget at a programme held at the Theater Institute in the city on Tuesday. In the previous fiscal year, the CCC allocated Tk 75 crore for mosquito eradication, although only Tk 65 crore was ultimately utilized.
The new budget has also prioritized mosquito control, allocating Tk 25 crore. Last year, the city corporation had set aside Tk 9 crore for mosquito control, but only Tk 5. 38 crore was spent.
In his address, the mayor said that when he assumed office, CCC's debt stood at Tk 596 crore, which has now been reduced to Tk 380 crore. For the current fiscal year, Tk 477.3 crore has been collected in income tax while Tk 867.4 crore has been kept for payment of VAT.
Moreover, a considerable sum has been allocated to the gratuity and future fund for officers-employees, and efforts are underway to expedite the payment of outstanding dues. The mayor also brought up a plan, in collaboration with the army, to establish an international standard hospital by exchanging eight acres of CCC-owned land on BFIDC Road.
Additionally, steps have been initiated to implement 44 income-generating projects. Regarding holding tax, the mayor said that a regular review board is being established to reassess taxes that were previously set irrationally. However, large industrial and corporate entities, including ports, railways, container terminals, and oil companies, will be required to settle their outstanding revenue dues.
He stated that the city's roads are suffering significant damage due to the heavy vehicles from the port, noting that the movement of trucks carrying between 20 and 35 tonnes of goods are damaging roads because these roads are designed for movement of trucks carrying a maximum of 10 tonnes, resulting in an additional annual repair costs of Tk 300 crore to 400 crore. During the announcement of a new technology-driven system for revenue collection, the Mayor revealed that a modern digital platform is being introduced for the collection of holding tax. This initiative will enable citizens to pay their taxes online, ensuring greater transparency in tax assessments.
He also mentioned that while there are approximately one million business establishments in the city, there are fewer than 150,000 trade licenses issued.
Efforts are underway to double the number of trade licenses to enhance revenue generation, he said, adding that there will be a strong focus on collecting trade license fees and advertising revenue from all commercial entities, including coaching centers. The mayor highlighted the achievements in cleaning efforts, stating that 41 lakh cubic feet of soil and waste have been cleared from 19 canals.
A total of 148 projects have been executed to enhance the drainage system, with plans to initiate 200 additional projects during the upcoming monsoon season.
Furthermore, the application of larvicides for mosquito control has commenced. The budget proposal also indicated that 10 acres of land have been acquired for the establishment of a modern waste treatment facility in Dakshin Pahartali, and the construction of a bus-truck terminal in Kulgaon is currently underway. Simultaneously, the Premier University, established by the CCC, is being reintegrated under the CCC's management through a board of trustees.
Acting CEO of the CCC Mohammad Ashraful Amin chaired the budget session while Chief Accounting Officer Humayun Kabir Chowdhury was present.
