HMI to be introduced to strengthen doctors’ administrative skills: State Minister
State Minister for Health Dr. MA Muhith on Tuesday announced that the government will soon establish a Health Management Institute in Savar to enhance the administrative and management skills of upazila and district-level health administrators.
Speaking as the chief guest at the publication ceremony of the Revenue Sector Research Activities Results for the fiscal year 2025–26 at the National Institute of Preventive and Social Medicine (NIPSOM) auditorium in Mohakhali, the minister also directed NIPSOM to provide management training for field-level health workers.
“The Upazila Health Complex is the foundation of the country’s healthcare system. Strengthening it is essential to addressing the broader challenges facing the health sector,” he said.
Dr. Muhith said the government has decided to upgrade all 30-bed and 50-bed Upazila Health Complexes into 101-bed facilities in phases to improve healthcare services across the country.
Highlighting the challenges facing grassroots healthcare, the minister said the health system at the upazila and union levels has deteriorated due to inadequate investment, shortages of skilled manpower, and administrative negligence.
“We have failed to deploy the right workforce where it is most needed. As a result, the entire system has suffered,” he said.
He stressed the need for developing local health plans at the upazila level by effectively utilizing the vast amount of health data collected every day, adding that such data-driven planning should be implemented not only at the national level but also at the grassroots.
The state minister also urged NIPSOM to take special initiatives to encourage greater participation of undergraduate medical students in research.
He proposed selecting talented medical students through a competitive process and providing them with three to six months of structured mentorship to develop a new generation of researchers.
“Quality healthcare services cannot be ensured without equipping doctors with proper professional management skills. The government will implement these initiatives gradually,” he said.
The programme was chaired by NIPSOM Director Dr. Nasrin Sultana. Among others, former Director General of the Directorate General of Health Services (DGHS) Dr. Benazir Ahmed, DAB President Dr. Harun-Al Rashid, and DAB Secretary General Dr. Zahirul Islam Shakil also addressed the event.
