Mozambique is looking to strengthen its technological capabilities by seeking greater cooperation with China in the development of artificial intelligence industries, a move that could open new opportunities for economic modernization, skills development and digital transformation in the southern African nation.
Artificial intelligence, once largely associated with advanced economies and major technology companies, is rapidly becoming an important tool for governments and businesses across the developing world. For Mozambique, cooperation with China could provide access to technology, investment, training and infrastructure needed to participate in the emerging AI economy.
The interest comes at a time when Mozambique is attempting to diversify its economy and reduce its dependence on traditional sectors. The country possesses significant natural resources, including natural gas, coal and minerals, but economic development remains constrained by infrastructure gaps, limited industrial capacity, unemployment and unequal access to technology.
AI could potentially help address some of these challenges.
In agriculture, for example, AI-powered systems can analyze weather information, soil conditions and crop data to help farmers make better decisions. Mozambique has a large rural population and depends heavily on agriculture for livelihoods. Technology that improves productivity, identifies crop diseases and provides early warnings about droughts or floods could have significant social and economic benefits.
Healthcare is another promising area. Artificial intelligence can assist medical professionals by analyzing images, identifying potential diseases and improving access to health information. China's experience in artificial intelligence makes it an attractive partner for countries seeking to develop their own technological industries. Chinese companies and universities have invested heavily in AI research, data centers, telecommunications, robotics and digital services. Cooperation could therefore provide Mozambique with technical expertise that would otherwise take many years and substantial resources to develop independently.
However, seeking China's help should not simply mean importing finished technology. Mozambique's long-term objective should be to build domestic capacity.
Training Mozambican engineers, software developers, researchers and entrepreneurs should be at the center of any AI partnership. Scholarships, university cooperation, vocational training and joint research programs could help create a generation of local professionals capable of developing and managing AI systems.
Without skilled local workers, technological infrastructure alone will not create a sustainable AI industry.
Mozambique could also encourage partnerships between Chinese technology companies and local businesses. Joint ventures could provide opportunities for domestic companies to learn about software development, cloud computing, data management and AI applications. Yet the development of AI also presents serious challenges.

The government must therefore view digital infrastructure as a basic development priority. Reliable electricity, affordable internet access and modern telecommunications networks are essential foundations for an AI economy.
Data protection is another important issue. Artificial intelligence depends heavily on data, much of which can contain sensitive personal information. Mozambique will need strong regulations governing how data is collected, stored, shared and used. Citizens should have confidence that technological progress will not come at the expense of their privacy.
There are also concerns about dependence on foreign technology. While international cooperation can accelerate development, excessive reliance on a single foreign partner could create vulnerabilities. Mozambique should seek a balanced strategy involving multiple international partners while building its own research and technological institutions.
AI should also complement human workers rather than simply be viewed as a way to replace them. Mozambique has a young population and needs to create large numbers of productive jobs. Policymakers must ensure that automation does not deepen unemployment, particularly among workers with limited education or technical skills.
Instead, AI could be used to create new forms of employment. Young Mozambicans could be trained in software development, data analysis, cybersecurity, robotics and other emerging fields. Digital entrepreneurship could allow local businesses to reach customers beyond national borders.
There is also potential for AI to improve public administration. Governments can use digital systems to manage public records, monitor infrastructure, improve tax collection and deliver services more efficiently. For Mozambique, better use of technology could strengthen public institutions and reduce administrative inefficiencies.
The country's AI ambitions should therefore be linked to a broader national development strategy. Technology should not become an isolated prestige project. It should be directed toward practical national needs such as agriculture, health, education, transportation, energy and public services.
China's assistance could provide Mozambique with an important opportunity, but the ultimate responsibility for determining priorities must remain with Mozambique itself. Foreign investment and expertise can accelerate progress, but sustainable development depends on local ownership, transparency and strong institutions.
The AI revolution is still in its early stages. Countries that build the necessary skills and infrastructure now may gain significant economic advantages in the coming decades. Mozambique cannot afford to remain outside this transformation.
Seeking China's support may therefore be a strategic step toward entering the global AI economy. But success will depend on whether the country can turn imported knowledge into domestic expertise, foreign investment into local businesses and technological infrastructure into broad-based economic opportunity.
For Mozambique, the goal should not simply be to become a consumer of artificial intelligence.
It should become a creator, innovator and responsible user of the technology.
