NTRCA to continue handling recruitment of non-government teachers

The recruitment process for teachers in non-government educational institutions will continue to be conducted centrally through the Non-Government Teachers' Registration and Certification Authority (NTRCA), rather than being handed back to institutional managing committees or local administration.
The decision was taken at a meeting held at the Ministry of Education on Tuesday, chaired by Secondary and Higher Education Division Secretary Abdul Khalek.

Under the existing system, candidates seeking appointment to non-government educational institutions will be required to participate in the NTRCA registration examination. Teacher recruitment will subsequently be carried out based on the existing rules and the candidates' merit.

Education Ministry officials believe that keeping the recruitment process under a centralized, examination-based system will help ensure uniformity in teacher selection. They also said the system could strengthen transparency, accountability and merit-based recruitment across non-government educational institutions.

The future of the non-government teacher recruitment system had recently become a subject of discussion, with questions arising over whether recruitment should be returned to institutional managing committees and governing bodies or remain under the NTRCA.

Various teachers' organizations had earlier expressed concern that direct recruitment by institutional management committees could undermine transparency and raise questions about the fairness of candidate evaluation and merit assessment.

Following Tuesday's meeting, however, the authorities have decided to retain the existing arrangement. Accordingly, recruitment of teachers in non-government educational institutions will continue to be conducted through the NTRCA under the prevailing rules.
