Fertilizer management control room formedi
The Ministry of Agriculture has formed a 'Fertilizer Management Control Room' to monitor the supply, stock, transportation, distribution and retail sale of fertilizers round-the-clock and to quickly resolve problems arising at the field level.
The information was disclosed in an office order issued last Thursday and signed by Deputy Secretary of the Administration-1 Branch of the Ministry of Agriculture Md Maksudul Islam.
The order said the control room will operate from Room No. 528 of the Ministry of Agriculture until further orders.
A total of 27 teams have been assigned to the activities. Each team comprises an officer, an administrative officer and an office assistant.
According to the office order, the control room will operate in two shifts from September 11 to September 24.
The first shift will run from 8:00am to 3:00pm and the second from 3:00pm to 10:00pm.
The Additional Secretary (Fertilizer Management and Materials) will be responsible for overall supervision of the control room.
One of the main responsibilities of the control room is to regularly collect and preserve information on fertilizer supply, stock, transportation and distribution from different districts and upazilas.
It has also been instructed to immediately inform the relevant authorities if information is received about irregularities in fertilizer transportation, artificial shortages, stockpiling, black marketing or charging excessive prices.
If there is a possibility of a fertilizer shortage in any district or upazila, the control room will identify it on a priority basis and make necessary recommendations.
The control room is asked to maintain regular communication with field-level officials responsible for the matter, collect the latest information on the situation and inform the higher authorities.
Besides, complaints received from farmers, fertilizer dealers, transporters and other concerned people will be accepted and prompt action will be taken.
The control room has also been assigned the responsibility of taking necessary measures in coordination with district administration, agriculture departments, fertilizer dealers and other relevant institutions in emergency situations.
The daily fertilizer situation, complaints received, measures taken and important incidents must be recorded in a register.
Based on this information, daily and weekly reports are to be prepared and submitted to the designated authorities.
If information is received about disruption in fertilizer supply, transportation problems, complications in storage or any irregularities at the dealer level, initiatives will be taken to ensure prompt action.
At the same time, fertilizer-related complaints or important information published on social media, in the mass media and through other sources must be verified, and the relevant authorities must be informed so that necessary measures can be taken at the field level.
The office order also said that fertilizer-related information and complaints received through telephone, mobile phone, email and WhatsApp must be properly received, recorded and acted upon as necessary.
The order instructed that proper handover of responsibilities must be ensured during shift changes.
Besides, fertilizer-related news from newspapers, television, online news media and social media must be collected, and the information must be quickly verified and gathered through communication at the district, upazila and union levels.
