Govt publishes new pay scale gazette
The government has published the gazette notification for the new National Pay Scale 2026, effective from July 1, 2026.
With this publication of the gazette, the government employees will receive arrears for the period from July 1 until the date of the gazette's publication.
The Finance Division issued the order on September 17, while the gazette was published on Saturday, BSS reports.
According to the notification, government employees will receive arrears under the new pay scale for the period from July 1, 2026, to the date of issuance of the official order.
The government approved the new pay scale on August 31, providing the largest pay increase for civil servants since independence. The new structure doubles the basic salary at the highest grade and raises the basic pay at the lowest grade by 142 percent.
The revised basic salaries will be implemented in phases.
For employees in Grades 10 to 20, 50 percent of the total increase in basic salary--the difference between the 2026 pay scale and their existing basic pay--will be added to the basic salary drawn on June 30, 2026, for the period from July 1 to December 31, 2026.
They will receive 75 percent of the increase from January 1 to June 30, 2027, while the full 100 percent adjustment under the new pay scale, along with annual increments, will come into effect from July 1, 2027.
For officials in Grades 1 to 9, 40 percent of the total basic salary increase will be effective from July 1 to December 31, 2026. The rate will rise to 70 percent from January 1, 2027, with the full adjustment taking effect from July 1, 2027.
All existing allowances will continue at the rates applicable on June 30, 2026, until December 31, 2027. The revised allowance rates under the new pay scale will take effect from January 1, 2028.
Pensioners will also receive increased benefits in phases, with arrears payable from July 1, 2026.
Festival and Bengali New Year allowances and other allowances will remain unchanged until December 31, 2027 and the revised rates will be introduced from January 1, 2028.
The previous national pay scale was introduced in 2015, when basic salaries were increased by 95 percent in the highest grade and 101 percent in the lowest grade.
Under the new pay structure, the basic salaries of officials in grades 1 to 10 will increase by up to 100 per cent. The basic salaries of government employees in grades 11 to 20 will increase by up to 142 per cent. Various allowances will also increase proportionately.
The gazette notification, issued under the title ''Jobs (Salary and Allowances) Order, 2026,'' sets the rate of house rent based on area and grade, among other factors.
According to the notification, employees working in grades ranging from the lowest step of grade-20 to the highest step of grade-16 in the North and South Dhaka City Corporation areas will receive house rent at 60 per cent of their basic salary.
The gazette notification states that the house rent rate is slightly lower for the City Corporations of Khulna, Rajshahi, Chattogram, Sylhet, Barishal, Narayanganj, Cumilla, Rangpur, Gazipur, Mymensingh, and Bogura, as well as the municipal areas of Savar and Cox's Bazar.
In these areas, employees from the lowest step of grade-20 to the highest step of grade-16 will receive house rent at 50 per cent of their basic salary.
In the same areas, employees from the lowest step of grade-15 to the highest step of grade-10 will receive 40 per cent, those from the lowest step of grade-9 to the highest step of grade-5 will receive 35 per cent, and those from the lowest step of grade-4 to grade-1 and above will receive house rent at 30 per cent of their basic salary.
For other areas, employees in grades ranging from the lowest step of grade-20 to the highest step of grade-16 will receive house rent at 45 per cent of their basic salary. Those in grades from the lowest step of grade-15 to the highest step of grade-10 will receive 35 per cent.
In addition, employees from the lowest step of grade-9 to the highest step of grade-5 will receive 30 per cent, and those from the lowest step of grade-4 to grade-1 and above will receive house rent at 25 per cent of their basic salary, according to the notification.
Earlier on 21 April, a 10-member committee headed by Cabinet Secretary Nasimul Ghani was formed to recommend the implementation of the new pay structure for government employees. The committee finalised the recommendations.
Nearly a decade after the Eighth Pay Commission, the interim government formed the 23-member Ninth National Pay Commission on 27 July 2025. The commission submitted its report to then Chief Adviser Professor Muhammad Yunus on 21 January this year. Former finance secretary Zakir Ahmed Khan headed the commission.
