New BB Governor for restoring people's confidence on banking system

Garment industry entrepreneur and finance professional Md Mostaqur Rahman has been appointed Governor of Bangladesh Bank for a four-year term, replacing Dr. Ahsan H Mansur.

The Finance Ministry announced the appointment in a statement on Wednesday.

The ministry said Mostaqur Rahman appointment will take effect from the date of his joining, subject to his relinquishing all professional affiliations with other institutions and organizations.

The new central bank Governor will receive salary and other benefits from Bangladesh Bank in line with the terms of the contract signed with the government, according to the statement.

The order, issued in public interest, takes immediate effect. Mostaqur Rahman has meanwhile stated that he is going to lay higher emphasis on restoring people's confidence on the country's banking system. He also wants to work relentlessly to reduce loan interest rates.

Mostaqur, 59, is a qualified cost and management accountant and a fellow of the Institute of Cost and Management Accountants of Bangladesh (ICMAB). He holds Bachelor's and Master's degrees in Accounting from Dhaka University and has more than three decades of experience in corporate finance, export economics and institutional governance.

He currently serves as Managing Director and Chief Executive Officer of Hera Sweaters Limited, an export-oriented manufacturing company.

In that role, he has overseen corporate finance, banking relations, export financing and foreign currency management, according to his professional profile.

Mostaqur Rahman has also been Chairman of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA)'s standing committee on Bangladesh Bank affairs since July 2025 He previously served as a board member of the Chittagong Stock Exchange between 1998 and 2000 and has been associated with several industry bodies, including BGMEA, REHAB and the Dhaka Chamber of Commerce and Industry.

The appointment comes after the Finance Ministry initiated a process to replace Dr. Ahsan H. Mansur, who was appointed during the interim government that took office following the 2024 July Uprising.

In recent weeks, a section of Bangladesh Bank officials had staged protests demanding Dr. Ahsan H. Mansur's resignation after disciplinary actions were taken against several officers.

Finance Ministry officials had earlier told journalists that a proposal for a new Governor would be sent to the Prime Minister's Office.
