Finance and Planning Minister Amir Khosru Mahmud Chowdhury has said that the Ninth National Pay Scale will be implemented from 1 July.
Speaking to media on Monday, the minister said, "The new salary structure will be implemented from the beginning of the next fiscal year, meaning from 1 July. Work is underway to determine the best possible way to execute it."
According to sources at the finance ministry, Prime Minister Tarique Rahman has given policy-level approval to implement the new pay scale for government employees in three phases.
However, the issue has reportedly created divisions among government employees. While one group supports the government's phased implementation plan, another group insists the entire pay scale should be introduced at once through an official gazette notification.
They argue that a phased rollout could create negative market impacts and ultimately bring more difficulties than benefits for public servants.Information from the finance ministry and Cabinet Division indicates that the government has made a policy decision to introduce the Ninth Pay Scale from 1 July for government employees. Under the plan, implementation will take place in three stages.
In the first phase (FY 2026-27), 50% of the increased basic salary under the new structure will be introduced. The second phase (FY 2027-28) will implement the remaining 50% of the revised basic salary. In the final phase, various allowances and other financial benefits will be fully adjusted and integrated into the salary structure.
One of the key features of the proposed structure is that the existing 20-grade system will remain unchanged. The proposal recommends raising the minimum basic salary from Tk8,250 to Tk20,000 and the maximum from Tk78,000 to Tk160,000. Overall, salaries of government officials and employees are expected to increase by approximately 100 to 140%.
