Search panel launched to hire ACC top functionaries

The government has set the wheels in motion to reconstitute the Anti-Corruption Commission (ACC), forming a five-member search committee 110 days after the watchdog's highest echelons fell vacant. The Cabinet Division on Monday formed a five-member panel to recommend candidates for ACC commissioner posts under Section 7 of the Anti-Corruption Commission Act 2004.

Justice Md Rezaul Haque of the Appellate Division will head the selection panel. The other members are High Court Division Justice Razik Al Jalil, the comptroller and auditor general (CAG) of Bangladesh, the chairman of the Bangladesh Public Service Commission (PSC) and the Cabinet Secretary.

The Cabinet Division will provide the secretarial support required for the committee's work.

For each vacant post, the committee will draw up a shortlist of two candidates and forward the names to the president, who will make the appointments.

The anti-graft regulator has been without a chief since this March, following the resignation of the Mohammad Abdul Momen-led commission on March 3 this year.

The two commissioner posts also became vacant at the same time, leaving ACC without top functionaries for months.

The leadership vacuum meant the ACC could not take up new complaints for inquiry or approve new cases -- effectively stalling its core functions.

Despite widespread discussion about filling the posts, no search committee had been formed until Monday's notification formally set the process in motion.

Under the ACC law, a search committee must be constituted before any appointment to the chair or commissioner posts, with the president making appointments on the basis of the committee's recommendations.
