Gaining state recognition at the very beginning of human life is a matter of utmost importance. Recording a child's name and birth-related details immediately after birth is a fundamental responsibility. Proper registration establishes a child's legal identity and plays a pivotal role in bringing them under the umbrella of state protection.
The Government of Bangladesh observes this special day annually to raise public awareness. Typically, National Birth and Death Registration Day is celebrated with due significance across the country on October 6th. The primary objective of this initiative is to encourage the general public to complete registration in a timely manner.
This day has been officially observed since 2018, marking a milestone in the realm of civic rights. The decision to celebrate this day was primarily driven by the need to ensure that every individual obtains a birth certificate—the first legal document of their life. Through this observance, it has become possible to widely disseminate the importance of timely information recording among the general public.
The central theme for this year is providing legal protection by ensuring the accurate registration of every life. If an individual's name is not included in state records, they are deprived of various civic benefits. Consequently, this awareness-raising initiative plays a unique role in eliminating irregularities within society.
Obtaining a valid birth certificate is a child's first major civic right following birth. Without it, enrolling in primary and secondary schools and commencing one's educational journey becomes nearly impossible. The certificate is also crucial for accessing benefits under various government social safety net programs.
A birth certificate is a primary prerequisite for proving age and obtaining documents such as a passport or a national identity card. Due to a lack of accurate information, young people may often be deprived of exercising their legal rights and voting privileges. Therefore, the birth certificate is regarded as the first step toward realizing a citizen's fundamental rights.
The importance of death registration is equally significant for formulating sound population policies and building a well-planned state. Accurately updating a citizen's information in the national database following their death is a task of utmost importance. It significantly simplifies and enhances the precision of processes related to the equitable distribution of government resources and the identification of fraudulent beneficiaries.
Accurate registration plays a direct and profound role in achieving planned economic growth and the Sustainable Development Goals (SDGs). Without precise data, the state cannot formulate long-term welfare plans for the truly poor or the underprivileged. Therefore, ensuring 100% accuracy in every registration is essential for the country's overall development.
Thanks to digital technology, significant progress is currently visible in the birth and death registration processes in Bangladesh. Databases containing the records of millions of citizens are now regularly maintained through the government's central repository and online servers. Efforts are underway to improve service quality by processing thousands of new applications daily.
According to recently published government statistics, over thirty-five thousand birth registrations were completed in a single day. During the same period, thousands of death registrations and approximately thirty thousand applications for information correction were processed. These figures demonstrate a steadily growing interest in registration among the general public.
To further simplify the registration process, the government has introduced timely updates to relevant laws and regulations. Registration within 45 days of birth is now free of charge, a measure that encourages public participation. However, regulations regarding late applications have been made somewhat stricter and more controlled.
Modernization efforts are currently underway with the assistance of international information technology organizations to bring digital services closer to the people and eliminate mismanagement. These new initiatives will make the existing server system more advanced, secure, and accessible to ordinary citizens, potentially enabling the issuance of error-free legal certificates in the shortest possible time.
Despite various initiatives, a significant portion of the general public still shows reluctance toward timely registration. Due to a lack of awareness and the absence of an immediate need, many individuals visit local offices to apply only years after a birth has occurred. This procrastination subsequently complicates the process of information verification and increases the hassle.
One of the most significant challenges in the registration process is the occasional sluggishness of online servers or technical complications. When a vast number of people access the system simultaneously, data loading times increase, disrupting the application process. Such technical glitches often frustrate the public and diminish their interest in the process.
Procedural complexities regarding the correction of names or dates of birth cause significant mental harassment for citizens. Rectifying even a minor error often requires making repeated visits to various government offices and submitting numerous supporting documents. These burdensome documentation requirements make the standard registration process increasingly difficult for the average person.
Taking advantage of these server and procedural issues, unscrupulous middlemen have become active at the local level. They extort large sums of money from the public by falsely promising to expedite the process. Consequently, this fosters negative perceptions and resentment among the public regarding government services.
To curb the activities of these middlemen, the entire process must be made fully transparent and accountable. Strict oversight must be implemented at local Union Parishads and municipalities, and digital payment systems should be made mandatory. Simultaneously, it is crucial to take swift and exemplary legal action against any irregularities.
To ensure 100% registration coverage, the government could formulate a concrete, long-term roadmap or action plan. Establishing a direct link between the birth registration server and hospitals, clinics, and vaccination centers across the country is essential. This would allow a child's primary information to be automatically entered into the system immediately upon birth.
Public awareness campaigns, such as regular community meetings at the ward level and extensive media outreach, could be conducted. Social movements should be launched to emphasize the importance of death registration, alongside verifying the authenticity of birth certificates during school admissions. Strengthening information technology infrastructure would serve as a primary and effective foundation for this roadmap. Every step of the registration process should be simple, convenient, secure, and entirely free from harassment for the common people. True national welfare will be achieved only when this noble state service reaches every household without any hindrance. This framework of legal protection will render the lives of all citizens more dignified and secure.
My poetic aspiration is this: May we receive our true names at the very moment of birth; may every life be recorded and accorded its rightful value. May our identities remain undimmed even after death; let all data be documented and all fears dispelled. May the path be made easy for everyone in this Digital Bangladesh; let us build a beautiful future upon a foundation of accurate information. Let every life be secure—this is our pledge.
In conclusion, there is no alternative to accurate birth and death registration in building an advanced and prosperous nation. It is not merely a scrap of paper or a government certificate, but the primary legal document establishing an individual's existence within the state. Therefore, let us all become aware and ensure the protection of every life by completing accurate registration on time.
